The meeting of the Preparatory Departmental Committee at the 21st session of the Tuniso-Libyan High Joint Committee took place in Tunis.
The meeting discussed the best means to consolidate the flow of products, people and capital between the two countries and the coordination of efforts in order to face the global economic situation characterized by the rising prices of basic commodities and in particular prices of the foodstuffs.
The preparatory commission, whose work is continuing for the period of two days, is considering the best means to concretize several bilateral projects. The talks are focusing notably on the project of electric connection between Tunisia and Libya, the exploitation of the oilfield ”November 7” (off the Tuniso-Libyan coasts) and the Sfax-Tripoli motorway.
The experts taking part in the preparatory commission are working on the setting up of adequate mechanisms to instigate a certain number of programmes, notably an agreement on the swap of exchange notes in order to ease the conditions of the conversion of the tourist allowance and the exchange of banknotes. The ultimate objective is to control the impact of the parallel market of exchange.
As the two North African countries, which have many cultural bonds in common, are striving to join efforts to achieve progress and development, the cultural co-operation was also examined.
Mr. Mohammed El Aziz Ben Achour, Tunisian Minister for Culture and the Safeguard of Heritage met on Wednesday with Mr. Nouri Dhaou H’midi, Secretary of the General Peoples Committee for Culture and Information in the Arab Libyan Jamahiriya who is currently paying a visit to Tunisia on the occasion of the organization the 21st session of the High Joint Committee, scheduled from the 22nd to the 23rd of May in Tunis.
The meeting which took place in the presence of Tunisia’s ambassador to Libya and the senior envoy of the Libyan Jamahiriya to Tunisia, made it possible to review the state of affairs of the co-operation in the sectors of culture and heritage between the two neighbor countries and the means of developing them in line with the political good-will of the leaders, President Zine Alabidine Ben Ali, and Leader Muammer Gaddafi.
Mr. Ben Achour and Mr. H’ midi signed a verbal lawsuit of a meeting on the enhancement of common cultural institutions with the aim of promoting them and guaranteeing their competitiveness.
The discussions also took on the renewal of the executive programme of co-operation between the two countries for the upcoming three years.
On this occasion Mr. Ben Achour presented an outline detailing the cultural achievements of Tunisia, stressing, in this context, the cultural dynamics which the North African country has witnessed thanks to the support of the State.
On his part, Mr. Nouri Dhaou H’ midi expressed his admiration of the overall cultural strides Tunisia has been making.
Concerning the financial sector, an important meeting was held in Tunis to examine the current state of affairs and the possibility of promoting financial co-operation.
Rachid Kechiche, Tunisian Minister of Finance, met in Tunis, with Mr. Mohammed Ali Houij, Secretary of the General Peoples Committee of Finance in Libya, in the presence of Mr. Slimen Ourak, Tunisian General Director of the Customs, and the members of the Libyan delegation taking part in the works of the Tuniso-Libyan High Joint Committee.
The meeting examined the principal fields of co-operation between Tunisia and Libya and the means of reinforcing collaboration.
Mr. Kechiche stressed the development that has been witnessed on the level of bilateral relations, notably in the case of trade and customs co-operation.
On his part, Mr. Houij expressed his pleasure about the level reached by bilateral co-operation, articulating, in this context, the need to intensify the communication, to continue the stimulation of joint structures and to reinforce the exchange of expertise between the two countries in all sectors.
Tunisian President Zine El Abidine Ben Ali and Colonel Muammer Gaddafi, the leader of the Great Revolution of September 1st, are keen on promoting the relations of fraternity and co-operation between Tunisia and the Libyan Jamahiriya and exchanging opinions and points of view on common interests as well as on regional and international issues.
